The Office of the President and LANDBANK are taking a significant step toward modernizing government procurement through the adoption of the LANDBANK Visa Government Purchase Card (GPC), reinforcing ongoing efforts to strengthen public financial management through digital innovation.

The initiative was formalized through a Memorandum of Agreement (MOA) between Office of the President through the Office of the Executive Secretary (OES) represented by the Office of the Deputy Executive Secretary for Support Services and Auxiliaries (ODESSSA) and LANDBANK, marking an important step in advancing the GPC Program powered by Visa.

Deputy Executive Secretary Atty. Dennis S. Santiago and LANDBANK First Vice President Kristine Marie G. Cuevas led the signing on 29 September 2026 in Malacañang in Manila. They were joined by Assistant Secretary Alexander G. Flores, LANDBANK Senior Vice President Catherine Rowena B. Villanueva and First Vice President Nardo M. Masa, Visa Philippines Head of Clients Rio Mayuga, and other officials and representatives.

“The Office of the President, through ODESSSA, seeks to advance the country’s digital transformation agenda. With this partnership with LANDBANK as well as strong support from Visa, we hope to widen adoption of the GPC and its expense management capabilities, strengthening operational efficiency and improving delivery of public services to the Filipino people,” noted Deputy Executive Secretary for Support Services and Auxiliaries Dennis S. Santiago.

The GPC Program enables government agencies to transition from traditional cash/check-based processes to more secure, transparent, and efficient digital payments. Through the program, authorized government personnel can use the LANDBANK Visa GPC for eligible official expenditures, helping reduce cash/check handling, streamline procurement and payment workflows, strengthens financial controls, and strengthen transparency, accountability, and financial control in the use of public funds.

A key feature of the program is the integration of a digital expense management platform that automates the end-to-end expense process, from transaction capture and reconciliation to approvals and reporting. Combined with the LANDBANK Visa GPC, the solution provides government agencies with greater visibility into expenditures while strengthening oversight through built-in controls such as spending limits and merchant restrictions.

“At LANDBANK, we recognize that digital transformation is essential to building a more efficient, transparent, and responsive public sector. Through our partnership with the Office of the President and with Visa’s support, we are helping advance a modern procurement and expense management framework that streamlines government operations, strengthens financial oversight, and enables public institutions to better serve the Filipino people,” said LANDBANK President and CEO Lynette V. Ortiz.

The initiative aligns with ODESSSA's mandate to strengthen internal support systems and operational efficiency within the Office of the President, while supporting broader government efforts to accelerate digital transformation and modernize public sector financial management.

“Beyond digitalizing payments processes, the LANDBANK Visa GPC seeks to strengthen our institutions’ capabilities to operate with greater efficiency and transparency. Through this partnership with LANDBANK and the Office of the President, Visa brings its global leadership and expertise in payments innovation to make government procurement more secure, seamless, and digital,” said Visa Philippines Country Manager Jeffrey Navarro.

The partnership with LANDBANK and the Office of the President follows the GPC’s successful first wave of issuance in July 2026 with the Bureau of Treasury (BTr), which oversees government cash custody and disbursement across 16 regional offices.
